As soon as I started reading your story an image popped into my head from my Guides - The Twelve.

Then your Guides/The Archangels said what I saw - manifesting as a whole that leaks: "Part of the problem in any hate crime is the incessant need for hierarchies on Earth." The hierarchies cause a leak in the container of civilization because the frustrations/fears of one group over another seeks an outlet. They could take responsibility for themselves, but for many reasons they don't and blame is cast. If they took responsibilities for themselves it would be more likely that the hierarchical structure would collapse and the leak sealed.
