Every President up until and including Carter formed a commission to investigate whether citizens were ready / capable of democracy. Carter's Commission agreed with all previous commissions formed by previous presidents in recent times and the answer was "NO - the American people are not ready for Democracy." It shocked me. I stopped reading after that.

Perhaps the last real president that believed in the people was FDR.
