I moved to California in 1982 and I called it a "glorified desert" upon arrival. I lived just south of Stockton in the central valley. A year and a half later I moved to the Sonoma Valley where I was welcomed by the land.
After having been spared during the 2017 fires I began a weekly email barrage to my state reps urging them to require community or individual cisterns for new developments and tax breaks for existing homes and businesses for the installations of cisterns. The response? Nada. Nothing. Not one email answered - it was as if they didn't exist. So much for representative government.
