I think the San Andres Fault increases and decreases the amplitude of the vortex (there's only one now) sometimes quite large (subject of the next piece). Sometimes small - a 6 foot diameter at ground level. As to their creation I don't know. My Guides say its creation is a link to past civilizations and that the fault helps the fueling of the energy supporting the vortex.
