In 1999 Paul Hawken, Amory Lovins and L. Hunter Lovins wrote "Natural Capitalism" which posited that Capitalism needed to include the raw materials that it raped (my word) from Earth as part of the economic system.
It worked like this in a nutshell: Human Beings - in this system were - the most renewable. The least renewable - Oil - maybe - although could be tied with other non-renewable metals etc. Income taxes would be abolishes and replaced by a universal sales tax based on a renewable continuum. In others words least renewable resources such as oil etc would be taxed the most and humans would not be taxed at all (duh).
The idea was the market would force unsustainable practices into sustainable ones. This was tried in Holland when the book went to print. My understanding is that the Holland experiment didn't work.
