In 2017 when the fires hit the small valley in Northern California where I reside - thankful my small neighborhood escaped unscathed, I thought of an action to assist in saving water. I wrote my state reps twice a week at least for months asking them to consider a variety of plans and incentives to introduce and/or support cisterns for an individual home or community. I included a link to Wikipedia on the different types of cisterns in case they didn't know the meaning of the word.
The response - nada, zip, not even an acknowledgement that I had sent an email.
Because I'm a renter my landlord couldn't embark on an investment and nixed my plan to put 55 gallon barrels at the end of the downspouts. Nevertheless, I use re-use water from rinsing vegetables and other clean gray water to water the garden outside when there is no rain.
