In California, in the 1950s, an Air Quality Agency was developed. The source of the smog was determined to be automobiles. The catalytic converters were introduced in the 1970s and are required for all cars driven in California by residents.

Does Delhi have something like this? If not- why not? Sounds like a time for a grass-roots movement.
