This could be a start for allowing men to become responsible for their sperm during intercourse:

Perhaps men who call themselves responsible pro-life advocates(18 and older) would volunteer to have a smart chip injected (with GPS) into their sperm delivery system with a complimentary encoded and matched chip for their heterosexual spouses or partners if any.

Then every time a pro-life man has intercourse with a female other than their encoded partner then a number of consequences could be imposed:

1. taxes could be imposed for infidelity if the male is married
2. fines imposed for causing possible pregnancy
3. major taxes imposed for causing pregnancy along with fees for child support taken out of male’s paycheck.
