Your theory makes sense, but then there's global warming and it's effects. Floods, fires, heatwaves, cold snaps, drought, famine, resource wars, and coming mass migrations (the rest of the world already has mm.) That may throw a wrench into where people migrate. Yes? No? Maybe?
